Short answer
A rooftop solar application in Antalya is made through AEDAŞ's LUS platform; no other channel has been verified since 01.10.2023. For systems up to 25 kW, documents are uploaded and a complete file receives a connection approval letter, followed within 90 days by project approval, connection agreement, acceptance and system usage agreement. Do not run the system before acceptance.
Key takeaways
- AEDAŞ has accepted unlicensed generation applications only through the LUS platform since 01.10.2023.

In Antalya, a rooftop solar plant application has been accepted only through the LUS platform (lus.akdenizedas.com.tr) of Akdeniz Elektrik Dağıtım A.Ş. (AEDAŞ, the local electricity distribution company) since 01.10.2023. The applicant uploads the documents, AEDAŞ issues a connection approval letter (çağrı mektubu) for a complete file, and then come the steps of project approval, connection agreement, acceptance and system usage agreement. This article summarizes the official process for rooftop systems up to 25 kW as of October 2026; because regulations change often, confirm current conditions with AEDAŞ.
Who and where do you apply to for a rooftop solar plant?
The authority for unlicensed generation applications is not EPDK (Turkey's Energy Market Regulatory Authority) but the grid operator; in Antalya this is AEDAŞ (serving Antalya, Isparta and Burdur). AEDAŞ accepts unlicensed generation applications through the LUS platform; user registration and application guides are published on the platform. The address lisanssizuretim@akdenizedas.com.tr can be used for contact. Because the AEDAŞ page does not mention applying through e-Devlet (Turkey's e-government portal), it would not be correct to say "you apply through e-Devlet".
The application is made by the owner of the consumption facility. For net metering, the generation and consumption facilities must belong to the same tax identification number (VKN). Distribution and supply companies, and the persons in Article 14/7 of Law No. 6446, cannot apply; a declaration (Annex 2) is submitted on this. We summarized the general framework in our article on the unlicensed electricity generation regulation.
Documents required for a rooftop solar plant application up to 25 kW
For roof and facade systems up to 25 kW, the application is made under the simplified procedure. The system can be at most 25 kW and cannot exceed the consumption facility's contract power. One application is made per consumption point. The document list in the EPDK Procedures and Principles (Annex 1) is as follows; AEDAŞ also publishes its own "Application Documents for 25 kW and Below" list, and the current version should be confirmed there.
- Unlicensed Generation Connection Application Form (Annex 4).
- Photocopy of ID; for legal entities, a document of authority.
- In a detached building, the title deed, lease agreement or a document showing the right of use.
- In apartment buildings and housing complexes, a notarized copy of the "solar plant may be installed" decision in the minutes book.
- The unique code for an existing consumption facility; for a new building, the construction permit.
- Declaration of no prohibition on activity (Annex 2).
There is no verified ratio from an official text on the majority with which the apartment decision must be taken; for this reason we do not give a ratio. A unit owners' board decision and a notarized copy are required; the application is not complete without this decision. For details, see the article on the unit owners' decision for an apartment solar plant. We covered the full list of documents in our article on documents required for solar plant installation.

Rooftop solar plant application step by step: official timelines
Under the simple procedure, the process moves through the steps defined in the regulation. The table below summarizes the timelines in the EPDK Procedures and Principles (consolidated text, last amended 12.03.2022).
| Step | What happens? | Timeline |
|---|---|---|
| 1. Application evaluation | A positive connection opinion is given for a complete application and the connection approval letter is issued | Within the first 20 days of the following month |
| 2. Announcement | Results are announced on the company website; the connection approval letter is mailed | Last 10 days of the month; letter within 7 days |
| 3. Project approval | Project approval is applied for from the notification of the connection approval letter | 90 days; an additional 90 days if needed |
| 4. Connection agreement | Signed after project approval | Within 15 days |
| 5. Acceptance | The facility is built and the acceptance procedure is carried out | Within 1 year of the agreement |
| 6. System usage agreement | Signed following the application after acceptance; the assessment of surplus energy begins | Within 3 days |
For facilities with a contract power of up to 3 kW, a connection opinion is given directly. AEDAŞ publishes its preliminary evaluation and technical evaluation committee decisions every month; the most recent decision seen on the access date belonged to August 2026. There is no official figure for the actual time from application to grid connection; for this reason we do not give a duration such as "commissioned in X weeks" and only relay the steps in the regulation. We explained what the connection approval letter is for in the article what is a connection approval letter (çağrı mektubu).
Why do applications get delayed or rejected?
Applications are mostly delayed for three reasons. The first is a missing or incorrect document; an incomplete file cannot move on to the connection approval letter stage. The second is transformer capacity: the total of facilities connected under the 25 kW procedure and Regulation Art. 7/2 cannot exceed 50% of the distribution transformer's power. If several applications arrive for the same transformer, the application with higher consumption over the last year is moved ahead. The third is exceeding the deadline; if the time given for project approval passes, the connection approval letter becomes void.
With the 25.11.2025 amendment, the order of priority when capacity is insufficient also became clear: the same metering point, high consumption over the last year, high contract power and not having previously received a positive connection opinion. In Antalya, because consumption can be low in holiday and seasonally used homes, choosing system capacity according to real consumption and contract power matters at this stage. For tourism facilities and agricultural irrigation wells, the subscriber group is different so the rules are assessed separately; the 25 kW procedure may not apply to them.
Application fees: Antalya in 2026
According to AEDAŞ's 2026 tariff (VAT included), the application fee is 0 TL for 0-50 kW. For 50-250 kW it is published as 3,970.8 TL, for 250 kW-5 MW as 7,942.8 TL and above 5 MW as 15,885.6 TL. The project approval and acceptance fee is 0 TL for facilities of 50 kWe and below from 01.01.2026; between 50-100 kWe, project approval is 2,161 TL and acceptance is 4,113 TL (EPDK Board Decision 14165-12). These amounts are updated every year; check the current tariff on the AEDAŞ page at the time of application. The system installation cost is separate from these fees and is determined at the survey.
Permit and license requirements for a rooftop solar plant application
In planned areas, solar systems built for a building's own needs are not subject to a building permit, provided they do not affect the load-bearing system and consent is obtained under the Condominium Law (Kat Mülkiyeti Kanunu) (Planned Areas Zoning Regulation Art. 59/2). Even so, an implementation project, a technical responsibility undertaking and permission from the authority are required. There is no verified clear threshold on the power above which a structural report is mandatory. The roof's load-bearing capacity must be assessed by a civil engineer; the distribution company and the municipality may ask for a structural suitability document.
There is also information on the metering side: according to the connection approval letter template, a bidirectional hourly meter at the connection point and a separate control meter measuring production are used. Not running the system before acceptance is very important; the connection of a facility operated without acceptance is cut, the equipment must be removed within 60 days and the owner cannot apply for 3 years (Official Gazette 14.05.2024).
What does Solar Nexo do in the application process?
On Solar Nexo's website the process is defined by the steps Free Site Survey, Project Design, Installation and Commissioning, and Maintenance and Technical Support (24/7); for net metering systems the steps Connection Approval Letter Application and Project Approval and Installation are also included. In other words, the Solar Nexo team can take on the document preparation and follow-up of the application. You should still make sure your documents (ID, title deed or lease, and for apartments the minutes book decision) are ready.

At the survey before the application, the roof is measured, consumption and contract power are checked, the suitable system capacity is determined and the required documents are listed. You can see net metering system options on our net metering systems page.
Pre-application checklist and conclusion
- Determine the system capacity according to your contract power and the 25 kW limit.
- Complete your documents (Annex 4, ID, title deed or lease, Annex 2); for an apartment, have the minutes book decision copy notarized.
- Create a user on the LUS platform and follow the application guide.
- After the connection approval letter, mark the 90-day period for project approval in your calendar.
- Do not run the system until acceptance has been carried out.
This process requires document preparation and follow-up, but its steps are clear. Applying completely with the right documents and tracking every deadline reduces the risk of delay. If you would like to plan the whole process together for your roof, you can request a free site survey.
Frequently asked questions
Where is a rooftop solar plant application made?
In Antalya, a rooftop solar plant application is made to AEDAŞ, the grid operator. AEDAŞ has accepted unlicensed generation applications only through the LUS platform since 01.10.2023. The application is made to the distribution company, not to EPDK. User registration and application guides are published on the platform; the AEDAŞ page should be checked for current information.
Which documents are required for a rooftop solar plant application?
For systems up to 25 kW, the application form (Annex 4), a photocopy of ID, a title deed or lease, the unique code for an existing consumption facility and a declaration of no prohibition on activity (Annex 2) are requested. In apartment buildings and housing complexes, a notarized copy of the solar plant decision in the minutes book is also required. AEDAŞ publishes its own current document list.
How many weeks does it take from application to commissioning?
There is no official total duration, so giving an exact period would not be right. The regulation defines the time for each step: the connection approval letter within the first 20 days of the following month, 90 days for project approval, 15 days for the connection agreement and 1 year from the agreement for acceptance. The actual time depends on the completeness of the file and grid capacity.
Is a rooftop solar plant application paid?
According to AEDAŞ's 2026 tariff, the application fee is 0 TL for 0-50 kW; the project approval and acceptance fee is also 0 TL for facilities of 50 kWe and below. For a 50-250 kW application, 3,970.8 TL (VAT included) applies. Amounts are updated every year; check the current tariff on the AEDAŞ page at the time of application.
Is a unit owners' decision required for a solar plant on an apartment roof?
Yes. In buildings with more than one user, a notarized copy of the minutes book decision that a solar plant may be installed for the applicant is among the application documents. We do not give a ratio because the majority with which the decision must be taken could not be verified from an official text; it should be clarified with the manager and a legal adviser. It is also important that the text entered in the minutes book is clear and signed.
Is a building permit required for a rooftop solar plant?
In planned areas, solar systems built for a building's own needs are not subject to a building permit, provided they do not affect the load-bearing system and unit owners' consent is obtained (Zoning Regulation Art. 59/2). However, an implementation project, a technical responsibility undertaking and permission from the authority are required. A solar plant must not be installed without permission; consult your municipality and grid operator and get engineering support if necessary.
